Abstract
It has been argued that all “terrorists” are extremist, but most extremist are not “terrorists”. By definition, an extremist, but most extremist are not “terrorists”. But definition, an extremist is one who deviates from the norm. It is the extremists who use violence and terrorist tactics that pose the greatest concern to the entire world. Most of these “terrorists” have similar classic pattern: they belong to discreet group with hierarchical command structure; clearly defined ideology and objectives; they are relatively small in number; and strike selectively and primarily at targets selected for their symbolic value, rather than their potential to maximize causalities. After the attack, the responsible group often will identify itself and state the reason for the violent act (Borum et al., 2004), the following question thus arises “Does Boko Haram as a terrorist group has an ideology?” Boko Haram has not made it dear to Nigeria what exactly they want or agitating for unlike the Niger Delta militants who made their demand known to the federal government and amnesty was extended to them without any rancor.
